South Australia Government Selects HandySoft’s BizFlow® as Foundation for Business Process Management
Department of the Premier and Cabinet Chooses BizFlow® for Going Paperless through an Electronic Cabinet Online System
HandySoft, a leading global provider of BPM software and process-driven solutions, announced that South Australia’s Department of the Premier and Cabinet (DPC) selected BizFlow® BPM as the foundation for business process modernization and paperless government.
DPC is the principal government agency in South Australia, a state with about 1.5 million people. Cabinet Office is a division of DPC that provides support for the deliberations and decision-making of the Executive Council, Cabinet and Cabinet Committees. It drives implementation of South Australia’s Strategic Plan, coordinates and advises on policy development, and has overarching responsibility for federal-state relations.
In preparing Cabinet Submissions and Notes for policy briefings, Cabinet Office handles a massive amount of paper. For example, thirty copies of a normal Cabinet Submission are required, together with the original, in a Cabinet Submission file cover. Twenty-three copies in the case of a Cabinet Note. These paper copies are then circulated to other Ministers and agencies for comment on proposed decisions, providing a rounded view of possible policy implications.
After conducting a rigorous business case analysis, DPC issued a tender to create the “Electronic Cabinet Online (ECO)” project to develop a system creating a paperless environment for Cabinet proceedings.
Key objectives included:
- Improving the efficiency of processing of Cabinet business by the Cabinet Office;
- Streamlining the process for agencies submitting documents to Cabinet;
- Improving tracking of the implementation of Cabinet decisions;
- Improving the quality and consistency of Cabinet documents; and
- Ensuring that the security of Cabinet business is not compromised.
ECO processes combine structured, ad-hoc and dynamic workflows. Explains Ray Dennis, the Cabinet Secretariat Manager, “The ECO Project platform has to support not only very structured workflows like Cabinet submissions, but also dynamic tasks connected to each step of the process. In each of the seven stages in the Cabinet submission lifecycle, a submission may cycle back through previous stages up to the point that a decision is made. Task routing can change based on topic, role and responsibility.”
